Budget Delivers for Cape York

Member for Cook Cynthia Lui has praised the 2018-19 State Budget as it delivers on the Palaszczuk Government’s election commitments and pumps millions of dollars into the regional economy. 

“We are honouring our election commitments and investing heavily in health and education, building on the significant projects delivered since 2015.” 

“I am particularly pleased to see millions of dollars in health investment. No matter where you live, people deserve to have the best health services.”

“The 2018-19 State Budget also shows the Palaszczuk Government’s commitment to developing long-term infrastructure, boosting the economy and creating jobs.” 

Budget Highlights:

 

Justice and Attorney-General

  • $910,000 for the Aurukun Four Point Plan - Aurukun Restorative Justice program involve the development of culturally inclusive mediation and peacekeeping service to build community capacity to resolve disputes peacefully.

Environment, the Great Barrier Reef, Science and the Arts

  • The Government is providing $34,000 in 2018-19 to deliver the First 5 Forever family literacy initiative. Library allocations are made at the local government level. Cook, Douglas, Torres and Weipa LGAs.

Police and Corrective Services

  • The Government is continuing to support the Aurukun Four Point Plan by providing funding of $512,000 in 2018-19 for the Adult Prisoner Reintegration Program. This forms part of the Government’s overall package of $1.617 million in 2018-19 to address safety and support the community in Aurukun.

Education and Industrial Relations

  • $318,000 for Refurbish of Block C at Western Cape College

  • $250,000 of $300,000 for refurbish Block C at Hopevale Campus of CYAAA School

  • $233,000 of $250,000 for refurbish Block D at Cooktown State School

  • $1,872,000 allocated across 47 schools in the Cook electorate for maintenance in schools throughout the 2018-19 financial year.

  • $685,000 allocated across 47 schools in the Cook electorate for minor works in schools throughout the 2018-19 financial year.

  • $6,000 for electrical safety upgrade at Pormpuraaw Early Childhood Site

  • $20,000 for electrical safety upgrade at Western Cape College – Mapoon

  • $19,000 for electrical safety upgrade at Western Cape College - Aurukun Secondary Campus

Health and Ambulance Services

  • $12,000 in 2018-19 out of a $195,000 total spend on an additional accommodation unit (No 8) added to the current block of 7 units under construction as part of a separate and larger Aurukun Primary Health Care Centre refurbishment project.

  • $2.9 million in 2018-19 out of a $3.3 million total spend for the Bamaga Staff Accommodation Project, which will deliver six new one-bedroom units, and two new three-bedroom houses at the Bamaga Hospital site in line with a Feasibility Study Report completed in December 2017. 

Local Government, Multicultural Affairs and Racing 

  • $1,100,000 to commence purchase of appropriate heavy equipment necessary to establish a road and construction unit within the Kowanyama Aboriginal Shire Council. 

Aboriginal and Torres Strait Islander Partnerships

  • $1.476 million as part of a $2.683 million commitment over four years to establish a Men's Shed and Women's Meeting Place for the Kowanyama community.

Transport and Main Roads 

  • $9.8 million in 2018-19 to commence paving and sealing a section of the Peninsula Developmental Road, Telecom Tower to Archer River, at a total cost of $11.4 million. Joint project with the federal government as part of the Part of the $260.5 million Cape York Region Package. $1,961,476 in the 2018/19 budget as part of a total $2,280,000 state spend.

  • $6.3 million in 2018-19 to complete paving and sealing a section of the Peninsula Developmental Road, South of Duck Holes Creek, at a total cost of $10.5 million. Joint project with the federal government as part of the Part of the $260.5 million Cape York Region Package. $1,264,250 in the 2018/19 budget as part of a total state spend of $2,108,000.           

  • $6.9 million in 2018-19 to complete paving and sealing a section of the Peninsula Developmental Road, Piccaninny, Black Soil, at a total cost of $7.6 million. Joint project with the federal government as part of the Part of the $260.5 million Cape York Region Package. $1,371,599 in the 2018/19 budget as part of a total state spend of $1,520,000.

  • $5.3 million in 2018-19 to commence pavement widening at various locations on Burke Development Road (Normanton - Dimbulah), at a total cost of $7.5 million. Joint project with the federal government as part of the Part of the $260.5 million Cape York Region Package. $1,056,926 in the 2018/19 budget as part of a total state spend of $1,492,000.

  • $2 million in 2018-19 to complete paving and sealing a section of the Peninsula Developmental Road, Fairview West, at a total cost of $3.7 million. Joint project with the federal government as part of the Part of the $260.5 million Cape York Region Package. $404,527 in the 2018/19 budget as part of a total state spend of $734,240.

  • $2.6 million in 2018-19 to complete paving and sealing a section of the Peninsula Developmental Road, 10 Mile Creek, at a total cost of $6.7 million. Joint project with the federal government as part of the Part of the $260.5 million Cape York Region Package. $523,601 in the 2018/19 state budget as part of a total state spend of $1,346,000.

  • $1.3 million in 2018-19 to complete paving and sealing at various locations on the Peninsula Developmental Road, at a total cost of $3.1 million. Joint project with the federal government as part of the Part of the $260.5 million Cape York Region Package. Private funding also involved. $259,421 in the 2018/19 budget as part of a total state spend of $600,000.

Environment, the Great Barrier Reef, Science and the Arts

  • The Government is providing $250,000 in 2018-19 out of a $1.1 million total spend to replace Dubuji boardwalk and bridges.

  • The Government is providing $525,000 in 2018-19 out of a $800,000 total spend to construct new staff residences at Rinyirru National Park (CYPAL)

  • The Government is providing $700,000 in 2018-19 as part of $1 million over four years for the Springvale Station erosion management project & operational works in the Great Barrier Reef Task Force Program.

  • The Government is providing $480,000 to protect environmental and Indigenous cultural heritage values in Archer Point, as part of the $12 million Queensland Indigenous Land and Sea Ranger Program.

  • The Government is providing $1.2 million to protect environmental and Indigenous cultural heritage values in Aurukun, as part of the $12 million Queensland Indigenous Land and Sea Ranger Program, and engage Aurukun Youth in school and training to pathways to Ranger careers.

  • The Government is providing $720,000 to protect environmental and Indigenous cultural heritage values in Laura, as part of the $12 million Queensland Indigenous Land and Sea Ranger Program.

  • The Government is providing $360,000 to protect environmental and Indigenous cultural heritage values in Mapoon, as part of the $12 million Queensland Indigenous Land and Sea Ranger Program.

  • The Government is providing $600,000 to protect environmental and Indigenous cultural heritage values in Melsonby, as part of the $12 million Queensland Indigenous Land and Sea Ranger Program.

  • The Government is providing $720,000 to protect environmental and Indigenous cultural heritage values in Pormpuraaw, as part of the $12 million Queensland Indigenous Land and Sea Ranger Program.

  • The Government is providing $600,000 to protect environmental and Indigenous cultural heritage values in Wujal Wujal, as part of the $12 million Queensland Indigenous Land and Sea Ranger Program.

  • $65,000 in 2018-19 out of a $260,000 total spend to support the operational expenses of Queensland Conservation Council and regional conservation groups. Part of the Non-Government Conservation Funding Program.

  • The Government is providing $32,949 in 2018-19 as part of $118,267 over three years to individuals and community groups the ability to address climate change and conserve Queensland's natural and built environment.

  • The Government is providing $620,000 in 2018-19 as part of a $2.5 million commitment over 4 years to develop a sustainable and ethical Indigenous arts industry in Queensland, create pathways for artists and showcase their work on the world stage.

  • The Government is providing $155,000 in 2018-19 to supply library resources to public libraries. Library allocations are made at the local government level- Cook, Douglas, Torres and Weipa LGAs.

  • $932,001 as part of a $3,764,536 commitment over four years to provide out-of-home care placement services to ensure children and young people in need of protection are supported and safe in Aurukun

  • $7.83 million in 2018-19 state-wide out of a $30 million total spend to deliver urgently needed fisheries reform, improve sustainability of Queensland Fisheries, ensure jobs are maintained and deliver a more modern, responsive and consultative approach to fisheries management. Part of the Sustainable Fisheries Strategy. Regional Initiative

  • $6.3 million in 2018-19 out of a $31.3 million total spend to achieve the Government's targets for uptake of best management practices by farmers in pursuit of Great Barrier Reef water quality targets. Regional Initiative

The project includes internal refurbishment of selected areas of the Aurukun Primary Health Care Centre, refurbishment of the administration area, secure ambulance drop off, new vehicle garages, as well as a new staff accommodation block.

  • $2.4 million in 2018-19 out of a $3.4 million total spend for the construction of six one-bedroom apartments for the nurses' quarters at Kowanyama

  • $330,000 in 2018-19 out of a $1 million total spend to complete electrical upgrades at Primary Health Care Centres across all 14 sites, located in the Northern Sector of the Torres and Cape Hospital and Health Service, covering all inhabited islands of the Torres Strait, Northern Peninsula Area.

  • $118,407 as part of a $473,628 commitment over four years to provide programs to increase the ability for individuals and community groups to participate positively in their community Neighbourhood Centre at Bamaga.

  • $118,407 as part of a $473,628 commitment over four years to provide programs to increase the ability for individuals and community groups to participate positively in their community Neighbourhood Centre at Rocky Point.

  • $11,285 as part of a $45,140 commitment over four years to provide support to vulnerable individuals and assist them to get their lives back on track for a Financial and Material Assistance service at Cooktown

  • $55,267 as part of a $222,075 commitment over four years to provide support for older people to help maintain and strengthen their connections to community at Cooktown.

  • Funding Commitment is $5,810 in 2018-19 to assist people with a disability and their families to access the support and services they need as they move through the different stages of their life.  As clients transition to the National Disability Insurance Scheme in Weipa

  • Funding Commitment is $99,959 in 2018-19 to assist people with a disability and their families to access the support and services they need as they move through the different stages of their life.  As clients transition to the National Disability Insurance Scheme in Hope Vale.

Fire and Emergency Services 

  • $400,000 will be provided in 2018-19 out of a $1.2 million total spend to construct an emergency and disaster centre for the Weipa community and surrounds, providing enhanced fire, rescue and community safety services.

Local Government, Multicultural Affairs and Racing 

  • $315,698 as part of a $450,998 commitment over two financial years to complete stage one of the Cooktown Water Mains Replacement and Reservoir Upgrade.

  • $94,500 as part of a $135,000 commitment over two financial years to strengthen existing drainage through an industrial estate and upgrade culvert in Hope Vale. 

Natural Resources, Mines and Energy

  • $2,000 in 2018-19 out of a $12,000 total spend to replace the generator at Aurukun. 

Police and corrective Services 

  • $100,000 will be provided in 2018-19 out of a $6.7 million total spend to upgrade the Aurukun police station and watchhouse, providing enhanced community safety and accessibility of policing services.

  • $100,000 will be provided in 2018-19 out of a $8.2 million total spend to replace the Pormpuraaw police station and watchhouse, providing enhanced community safety and accessibility of policing services. 

Aboriginal and Torres Strait Islander Partnerships 

  • $801,000 in 2018-19 to continue the redevelopment of the Three Rivers Community Centre at Aurukun

  • $195,000 in 2018-19 to continue the Aurukun Women's Group initiative.

  • $1.33 million in 2018-19 to build a splash park at Pormpuraaw.

  • $1.33 million in 2018-19 to build a splash park at Napranum.

  • $1.33 million in 2018-19 to build a splash park at Mapoon. 

State Development, Manufacturing, Infrastructure and Planning 

  • $531,000 as part of a $285 million commitment from the Building our Regions program, to provide a new airport terminal building with a total floor area of 108 square metres at Lockhart River Airport Terminal

  • $239,787 as part of the Building our Regions program, to build a new machinery workshop vehicle shelter and work area in Mapoon to create a safe and weather-proof space.
